【摘要】:Contractualorlocalregulation,orboth,permitting,theFPAPVcalculatedaccordingtothispracticecanbeusedtorepresenttheaveragepropertyofthequantityofmaterialcollected.Duetotheaveragingandappropriateweightingofanalysisresults,theFPAPVestimateofthepropertyforthecollectedmaterialisexpectedtobemorerepresentativeandmoreprecisethananestimatebasedonasmallnumberofanalysesonafewsamples.Note18212;Theoreticallyspeaking,thetruepropertydistributionforaninfinitenumberofbatcheswithessentiallyidenticalFPAPVrsquo;isexpectedtobeGaussian,centeredattheFPAPVvalue,withastandarddeviationthatisnolessthanthelongtermsiteprecisionstandarddeviationoftheanalyzersystem.Ifthemeasuredpropertyvaluecanbeusedtopredictanotherpropertyvaluethroughtheuseofanappropriatecorrelationequation,theFPAPVcanalsobeusedasasuitablepredictionofthatproperty.ThemostrecentlyupdatedFPAPVcanbeusedtorepresentthepropertyofthematerialcurrentlyaccumulatedinthetankorvesselforprocesscontrolormaterialdispositiondecisions,orboth.1.1Thispracticecoversatechniqueforcalculatingaflow-proportionedaveragepropertyvalue(FPAPV)forabatchofin-lineblendedproductorprocessstreammaterialthatiscollectedovertimeandisolatedinastoragetankorvessel,usingacombinationofon-lineorat-linemeasurementsofthepropertyandflowrates.1.2TheFPAPVmethodologyusesregularlycollectedon-lineorat-lineprocessanalyzermeasurements,flow,andassessmentofotherappropriateprocessmeasurementsorvalues,tocalculateaflow-proportionedaveragepropertyvalueinaccordancewithflowquantityunitsofmaterialproduced.1.3Whenthecollectingvesselcontainsaheel(retainedmaterialpriortoreceiptoftheproductionbatch),boththepropertyvalueandquantityoftheheelmaterialcanbepredeterminedandfactoredintothecalculationoftheFPAPVforthenewbatch.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
